How can any Govt (be it state or central) allow such ridiculous practice to be officially followed ???
Above all, how can a Govt Office ever think of lssuing an important GOVT DOCUMENT like CE/TRADE LICENSE against such Premises that does not have an ASSESSEE NO in the record of a Govt. Municipal Office? It is like Birth Certificate / Death certificate being randomly issued against a person who is neither born NOR dead!!! and the day it happens, all 26/11 killer/plotter like Kasab/Hafeez Sayeed will be the first one to apply for Indian Birth Certificates in KMC!!!
Thanks to this student of Journalism who has exposed such CRAZY practice being PROUDLY PREACHED & PRACTICED by a State Govt. Office in Kolkata who is encouraging FORGERY to happen with an ASSURANCE that such FORGERY will be LEGALIZED AND HIDDEN under the "CHADDAR(cover)" of DECLARATION mentioned below, until court order comes-God knows when!!!
Thinking of such practice only make us wonder whose BRAINCHILD is this concept!!!
Imagine from security aspect, if such practice is adopted (after the proposed national level presentation by one blogger below!!!) by all PAASPORT OFFICES IN INDIA, any TOM-DICK-HARRY (or for that matter even 26/11 Killer KASAB) can get an INDIAN PASSPORT provided they TOO SUBMIT Proforma of Declaration in Stamp Paper / Affidavit in the same format AS PRESCRIBED BY KMC below.
I guess Passport Dept officials wiil be AS HAPPY AS this KMC License Dept Officials as they too can issue INDIAN PASSPORT (very much like CE/Trade license being issued by KMC) without verifying any document (be it true or FORGED) as the passport applicant has submitted the declaration in stamp paper (very much like CE applicant in KMC has done).
Does it not mean that Govt Officers (or for that matter how can you expect Govt Officers to follow the LAW when Govt itself create a LOOPHOLE to violate it) are directly being encouraged by Govt itself for not completing DUE DILLIGENCE before issuing a GOVT DOCUMENT like CE/TRADE LICENSE!!!
However, my advance thanks to other state/central Govt for being SENSIBLE and not ADAPTING to such CRAZY PRACTICE being followed by Kolkata Govt Office of "KMC" repute.
